this doesn't appear resharper issue - @ least (and hate it) works on machine. or without resharper installed, when rename file, selects name portion of filename, not extension.

perhaps it's extension that's causing issue? try running devenv.exe /safemode see if extension, you'll need selectively disable extensions until find culprit.
