expanding on comment above, you're missing libncursesw-devel. can install setup application used install cygwin.

i've downloaded source hunspell-1.3.2 , built on machine.

i can tell default installs /usr/local.

also, better performance, should add "--enable-shared=yes" configure command line options , add ldflags="-no-undefined" options when call "make". force build scripts build shared library libhunspell.

finally, hunspell's configure script aborts under 64-bit cygwin, complaining can't recognize system type. since notice you're using 32-bit cygwin, did not research how difficult correct. fixing configure pretty trivial, doesn't guarantee hunspell compile , run.
