Facebook Graph API numbers do not match my Fan Page numbers -

i have issue page fans count. website shows around 1m of fans when extracted them api numbers close 930k.

the way request using this:

name:"page_fans", period:"lifetime" 

i open bug, due ti privacy settings issue there isn't documentation it. have idea why difference? if there work around? or privacy issues affecting api request?
